O’Dwyers GAA Club New Development update August 2024

New Development Progress Update  

A development progress update meeting was hosted by the club development committee with the club members on Thurs 29th Aug. The purpose of the meeting was to provide a detailed update on the timelines for completion and also financial progress. 

In attendance from the development committee were Niall Tuckey, Dave, Kelly, Tony Murphy, Liam Howley and Dave Rooney. Luke Moriarty was unavailable to attend.

An overview of the development progress to date was provided with the original project commencing in March 2019 with an overall project cost of €5.9 million

Over the period of the development a number of key factors and decision impacted the progress of the development that should be recognised and considered for context;

  • Global pandemic
  • Supply chain issues and delays 
  • Anti social damage on site 
  • Strategic Decision with Fingal Co.Co to move the main entrance to the development from existing builder entrance to the rear of cottage - due to safety concerns and cost saving initiatives

The strategic decision to move the Main entrance has subsequent produced a number of benefits to the end solution and further development opportunities;

  • Better & safer solution for all members to access club development
  • Cost avoidance ~ €280K
  • Additional land acquired as a result of the design change 
  • Increased scope for solution change - Moving & expanding Storage and maintenance sheds

In relation to the build timelines the two remaining items impacting progress have been addressed

  1. Commencement of works for new main gate by Fingal. The contract has been awarded to the contractor on site McAvoy and building is due to commence on 5th Sept
  2. Sewage solution way leaves submitted and agreement pending and dates to be confirmed which has been submitted by Fingal Co.Co and is in progress with Meath Co.Co and Irish Water - Is complete and now agreed

 
With these project milestones achieved, the development committee has worked with the builder and project team to revise the project deliverables in order to provide an updated handover date of the project. 

In the revision process a number of dependencies are influenced by Fingal plan and work packages and potential further grant alignment.

Fingal Works on the main entrance will commence on 5th Sept with completion due on 10th Dec, this will also consist of cycleways, footpath and landscaping.  

As a result our timelines have been impacted and will be shifted to align with the Main entrance works

There are a couple of work packages which remain under discussion and timelines will be shared in coming weeks;

  • Installation of pitch elements goal & floodlights
  • Equipment and maintenance shed 
  • Bar fit out & Cold room 


Progress to date and Commercials 

  • The original project cost was €5.9mn with an estimated shortfall of €600K which needed to be raised in order to complete the development
  • This shortfall has been reduced to €220,000 through significant funding efforts by the club 
    • Fundraising committee - Tireless efforts to raise & drive our funding strategy 
    •  Patron Scheme & donations 
    • Corporate Sponsors 
    • Securing grant funding
  • Over the last number of months a combination of additional Corporate partners and Grant allocations ( awarded & Pending ) has resulted in an increase to our  funding in 2024 by €485,000, the majority of which has materialized in Q2 this year and would not be available if we had not had the delay with main entrance access.
  • The current financial position is we require a further €220,000 in order to complete the development with options in progress and high level of confidence to have this in place. 
  • In 2026/2027 we have further retention commitments to the builder which a financial plan is in place to manage and further details of this plan will be shared to members during the 2024 AGM

Further Updates 
  • Our transition groups will now mobilize to commence planning the set up and move to the new development with a view of finalizing plans and mobilizing in Oct & Nov
    • First Day of Play 
    • First Day of Operations 
  • A number of key topics to be closed out with the transition group input are 
    • Pitch & Facility maintenance approach 
    • Club Signage internal, external and pitch side and supplier tender process
    • Club shop set up 
    • Bar set up working model 
  • Phase 2 development works are in progress with grant submissions in progress for additional floodlight solutions, Solar panel farm and further Ball Wall and a juvenile astro pitch. We will share details of this initiatives over the coming months

A number of questions & points were raised by members in attendance 
  1. Communication more regular and detailed: Update Development committee will endeavor to provide regular updates ( Weekly or min fortnightly ) ss the development progresses, at times some strategies are confidential until agreed upon which time we can communicate we will 
  2. Are the pitches being maintained: Update, yes the pitches are being maintained by the developer and assessment will be conducted prior to handover. A representative from Croke park visited recently and was extremely complimentary regarding the high level of specification of the playing pitches 
  3. Maintenance of pitches going forward: Update as part of the transition group, this group will address suitable models and seek approval from Exec - Options include outsourcing or sourcing tractors and mowers to be managed by club volunteers 
  4. Is the club bar to be managed by and external party: Update this is open for considerations and options will be evaluated by transition group on club ability and commercials 
To summarize, works will commence on 5th Sept on both projects main entrance completion date 10th Dec our build activities will be in parallel with an expected completion date & handover of development on 23/01
The development committee are working hard and are very much committed to delivering a state-of-the-art development at as close to cost neutral as possible with a high level of confidence this can be achieved over the coming months.
The club Exec and development committees appreciate the patience shown by the members to date and understand the frustrations with the delays and the continued support.
